Why won't sites with 24.x.x.x IPs respond to HTTP requests?

@Home decided to block inbound port 80 requests on this network, to stop the spread of Code Red variants. Try connecting to ports 79,81,8080, or 8888, (e.g. http://24.x.x.x:8080) instead on these systems.
