A general survey of the media in Eastern Europe with an emphasis on differing views of the role the media should play in a democracy. Bruner, Richard W. "Suppressing the Press in Hungary" _The New Leader_ 15-29 November 1993, 7-9. Very critical of the government. Especially detailed on the controversy surrounding the firing of Esti Egyenleg editor Andras Bano ______, "Murdoch Storming Hungary" _Advertising Age 14 May 1990, 37-41. Describes the founding of the independent daily _Mai Nap_ and the weekly _Reform_, both of which were pioneers of independent journalism. Rupert Murdoch bought large stakes in both papers, allowing them to acquire modern equipment. _Constitution of the Republic of Hungary_ Foreign Broadcast Information Service _Eastern Europe_ Daily Report 1991-present Translations from the Hungarian media. Good for information on day-to-day developments. Also gives a feel for what is said in print and in the broadcast media. Hankiss, Elemer "Between Issues" Interview. _The New Leader_ 15-29 November 1993, 2. An interview with the former president of Hungarian television, who was at the center of the controversy. He stresses that the government's encroachments on the broadcast media do not pose a real threat to democracy, since the present government is almost certain to lose the upcoming elections. Hollstein, Milton "Reforms Shape a Lively Hungarian Press" _Editor and Publisher_ 3 November 1990, 28-9. The development of the print media up to late 1990. Focuses on Mai Nap. "Hungarian Bill on Radio and Television" _Cardozo Arts and Entertainment Law Journal_ 11 no. 2 (1993) 449-509. One of the many proposed draft laws on broadcasting. An interesting document, its date and author are, unfortuneately, not identified. I suspect it to be one of the more recent government sponsored drafts. Especially detailed on Imre Konya's call for increased government control of the media, and the opposition's response. Kenez, Peter "Looking Backward: Nationalism On the Rise in Hungary" _The New Leader_ 21 September l992, 6-8. Includes some discussion of the role of the far right in the 'Media War'. Lipoveczs, Ivan "Hungary's search for a National Identity" Interview by Barry Shelby. _World Press Review_ 37 (September 1990) 30-2. An interview with the editor of a prominent weekly magazine. The government is very critical of his publication but Lipovecz does not believe it can threaten him. MTI 1991-present. Hungarian news agency briefs. Good for information on day-to-day developments. Oltay, Edith 'Hungary" (Part of a Special Issue on the Media in Eastern Europe) _Radio Free Europe/Radio Liberty Research Report_ 1 no. 39 (2 October 1992) 39-43. A good summary of the situation in 1992 in both print and broadcast media. Gives good descriptions of the government's draft media laws, and the opposition's criticisms. Also useful are its statistics on public opinion of the media. _____, "Hungarian Press Struggles to Survive" _Radio Free Europe/Radio Liberty Research Report_ 1 no. 39 (l October 1993) 39-43. Deals with the privatization of newspapers, foreign investment, the financial problems many papers face, and distribution problems. Discusses government attacks on the print media. _____, "Hungarian Radio and Television Under Fire" _Radio Free Europe/Radio Liberty Research Report_ 2 no. 38 (24 September 1993) 40-4. Describes the differing views on the role of the broadcast media held by the government and opposition parties. Describes the new law which lifted the moratorium on commercial radio and television at the local level. Describes the controversy surrounding the new satellite station, Duna TV. Pataki, Judith "Political Battle in Hungary over Broadcasting Dismissals" _Radio Free Europe/ Radio Liberty Research Report 1 no. 30 (24 July 1992) 26-30. Gives a good summary of the constitutional court's 1992 decision on thr appointment and dismissal of radio and television officials. Describes the changes made by Hankiss and Gombar while in office. Pehe, Jiri "Czechoslovakia" (Part of a Specaial Issue on the Media in Eastern Europe) _Radio Free Europe/ Radio Llberty Research Report_ 1 no. 39 (2 October 1992) 34-8. A good summary of the situation in Czechoslovakia right before it split. Useful as a comparison. Pelle, Josephina J. A. _European Community Law and Broadcasting: The Dutch Case" Fletcher Forum of World Affairs_ 17 (Winter 1993) 119-34. Treats both Dutch law and EC law. Emphasls on whether EC law requires members to allow foreign commercial TV to be rebroadcast in their countries. Useful as a point of comparison and for its description of the standards Hungary will have to meet if it joins the EC. Price, Monroe E. "Comparing Broadcast Structures: Transnational Perspectives and Post-Communist Examples" _Cardoso Arts and Entertainment Law Journal_ 11 no. 2 (1993) 275-312. Emphasizes the differences between East European and Western views on the Media. Discusses the various problems encountered by Western advisors in Eastern Europe. Some discussion of the various draft media laws in Hungary. Sabbat-Swidlicka, Anna "The Travails of Independent Broadcasting in Poland" _Radio Free Europe/Radio Liberty Research Report_ 3 no. 10 (11 March 1994) 40-50. A detailed look at the state of the broadcast media in Poland. Includes the creation of the National Broadcasting Council (NBC), Poland's first commercial TV station, and President Walesa's struggle with the NBC. Suggests that many of Hungar's current controversies will persist even after the passage of a law on broadcast media. Sukosd' Miklos "The Media War" _East European Reporter_ (March/April 1992) 69-7Z . The author describes what he sees as the 'ten fronts' on which the 'Media War' is being fought. Includes the more frequently discussed areas of conflict, but also less discussed controversies such as personnel changes at state owned publishers and economic presure on the broadcast media. Contains one of the best short summaries of the present state of the media in Hungary. Gives a detailed summary of the 'Media War' up to November 1993. United States Congress. House Committee on Foreign Affairs. _Eastern European Telecommunications, Broadcasting and Environment_ Report of a Staff Study Mission to Hungary, Czechoslovakia and Poland, November 4-17, 1990. Washington D.C.: USGP0, 1991. Somewhat dated. Useful on the economic problems of the independent print media. Stressed the need for western style training of journalists. Called for the continuation of RFE. Vamos, Miklos "Hungary's Media Apparatchiks" _The Nation_ 13 December 1993, 725-9. Extremely anti-government. Gives detailed coverage of Csurka's role in the 'Media War'. Also discusses the firing of the managing editor of MTI. Vinton, Louisa "Sejm Approves New Law On Radio and Television" _Radio Free Europe/Radio Liberty Research Report_ 1 no. 43 (30 October 1992) 32-4. Describes Poland's 1992 Radio and Television Broadcast Law and the long controversy surrounding its passage. Many of the same controversies surrounded the Polish and Hungarian debates. Zeidenberg, Leonard "Hungary: A Goulash of Media Activity" _Broadcasting_ 23 July 1990, 81-3. Provides detailed information on Nap TV, and several commercial radio stations. Describes Hungary's cable TV system.
