Why is PLC used?

In order to save money PLC tries to abuse 230 Volts mains wiring to transfer data. Since wires used are unshielded and unbalanced it is better described as an antenna than as an network.

Mains wiring has been designed for effective and low loss power connection in houses and not for low radiation of radio frequencies.
